About Us

HBC was established on the 9th September 2013. Heritage, from the acronym HBC, was chosen as a legacy for service delivery rather than preserving historic buildings. Overseeing day to day operational functions of the business, David Millar, Jason Fulton, Renae Hambrook, Yayun Cao, and Julianne Brewer provides supporting advice and vital information for new and existing clients. The parent company Millar Consultancy Pty Ltd, trading as HBC Building Certification is registered and licensed in the Australian Capital Territory, New South Wales and Queensland. Our commitment to service includes comprehensive BCA compliance reports and Access reports for persons with a disability.

Experience

As a practising building surveyor and building code consultant for over 30 years, David Millar has developed a broad spectrum of knowledge to ensure our clients experience a smooth transition from initial enquiry/application to final inspection approval. David was previously employed by local government in Queensland and Victoria, as well as the ACT government in Canberra.

Qualified Team of Building Surveyors and Certifiers

The HBC team has developed a broad spectrum of skills in respect of building control knowledge. Practical industry experience ensures a smooth transition from initial inquiry to final occupancy approval. With over 30 years experience as a building regulator, our staff have nationally approved qualifications in Building Certification and Access Consulting and accredited nationally with the Australian Institute of Building Surveyors (AIBS). Government accredited, HBC is an Unrestricted Registered Certifier in NSW, COLA licensed Principal Building Surveyor in the ACT and Level 1 Building Surveyor in QLD.
